At no time did the OP say he provided an outlet or receptacle. He showed them a plug.

If you showed the electrician a RV 30-50 amp adapter (dogbone) plug and he put in an RV outlet with 240, he is wrong. Can you take a pic of the outlet he installed? Can you also post a pic of the permit?
