Hellwig 7718 Sway Bar?
I really don't get Ford's change in fastener size. The bar-to-frame brackets must not get all that much strain since those bushings rarely wear out. I've replaced lots of end link bushings, don't know if I've ever changed the frame ones. And if Ford felt they needed an upgrade, why only the forward ones?
Is the spacing of the Fore and Aft bolt holes the same on your 2007/earlier Ford brackets and the 2008/later Hellwig brackets?
If the holes line up, I'd say Option 2. Look up the permissible torque for your new bolts and don't go above it. Put at least Blue, maybe even Red, LocTite on the threads.
Is it possible to get a NUT into the frame? I doubt it, but thought I'd ask.
