I really can't imagine 100-ft-lb on Sway Bar to Cross Member bolts. That just seems really strange. I'm going to be out in grub clothes tomorrow (HAPPY THANKSGIVING Y'ALL!!!) and I'll check torque on ours. It's a 1-3/8" Hellwig bar on a 2002 E450 using the longer OEM-Sized bolts Hellwig provided. I'll let you know right away what I find. A little longer if they're hogged out and make me cry...
Yes, you can upgrade the brakes only.
You'd need Calipers AND their brackets plus of course the Rotors, AND be sure to get the late model splash pans.I don't know how those parts would price out separately from a place like Quigley, though.
Should be fine, on a coach with limited miles on the OEM parts. Otherwise, it's worth it to get all-new ball joints and bushings, PLUS the updated Radius Arms.
