You know.... One of the differences between the language you speak and ENGLISH is the use of the word "Engaged"
Of course the hood will not open with the latch is ENGAGED (locked) it should only open with the latch is DISengaged (unlatched or unlocked).
I know you meant "When you pull the latch release" but that is not what you said.
You will need to figure out how to access the latch backside, and release it, You likely have a broken arm or a loose screw inside the latch that has allowed the various elements to disengage (Not operate each other) and left it locked.
Alas, how to do this,, I can not say without eyes on the RV. I know how to open my basement and entry doors when they will not disengage, but that won't help you unless you have identical locks (not likely).
