Three possible issues in suspect order
1: 1/4 or LESS tank of fuel.. The generator fuel pickup is usually around the 1/4 tank mark,, may be higher
2: Bad fuel line,, pinhole leaks letting air in (Actually happened on a car I used to drive)
Large gap,, Very large gap
Very large number (it is that far down the list) Clogged fuel pick up strainer (I have actually never heard of this happening but in theory it can).
