The OP is trying to do the right thing here. I estimated my mileage for the purpose of filling up from incomplete fillups early in my ownership of the Sahara and ended up running out of fuel on I-10. My issue was the vent line was gummed up and not venting correctly, however even after clearing the vent, I cannot fill up using fast fill on the truck lanes. I guesstimate how much fuel I need and if I get within 5 gallons of that number I'm happy. Plus, now that I know that when the gauge reads 1/4 it's really empty, it all works out.
on our Safari, there is still a few gallons in it when it hits the empty line, i try not to go below 1/8
when i see 1/4 i start looking for my next stop
something you might want to check on your safari is the operation of the gauges
i went over 5 yrs before fixing mine, but now they are rock solid
mine would shift when i pulled out the light switch,
even if only for running lights
the coolant temp gauge would up, the fuel gauge would go down, the oil pressure would drop
the problem turned out to be in the dash wiring
they used the ground/negative wire (aka white) from the light circuit to ground the gauges
which was stupid
there is a ground lug in the dash for that purpose with other grounds attached to it
i cut the ground wire for the instrument panel and attached it to the ground lug in the dash, i also installed a voltage regulator in the positive feed to the gauges
much more accurate now, the voltage and grounding never shift always the exact same voltage on the gauges
