But, it wouldn't take many times doing this before you are filling on the "slightly higher side" and fuel is pouring out the "slightly lower side. Most fuel islands are sloped away from the pumps so water doesn't accumulate next to the pumps.
So, IMO, NOT a good solution.
Best advice is to start by verifying that both fill and vent lines flow smoothly down hill from fill to tank with no drip loops.
