OP.....your problem is main flame is NOT being proven
A signal is generated when main flame lights off...this signal goes back to circuit board 'proving' main flame is lit. Circuit board will not keep DC voltage on gas valve holding it open w/o 'proof' of main flame.
Spark electrode is how signal gets back to circuit board.
As suggested:
Inspect the electrode for cracks in the porcelain.
Inspect the sensor wire for damage.
Make sure the exhaust is clear of any debris, spider nests or wasps.
Also check that spark electrode is engulfed in main flame...positioned directly over burner slots center
And that spark electrode is not dirty/sooted up
Spark gap is 1/8"
Gas pressure will affect where main flame is.
Turn on ALL stove top burners on HIGH...one at a time
Are they the same height
Do they remain at same height as you like off another one
With them all burning........turn water heater on propane. Make sure burner fires/lights off.
What did stove top burners do
If they diminished/flutter/change color......get a new regulator
