@Scott. I did try installing a new flasher temporarily using jumper wires. It flashed constantly with the key off. Makes sense since there is a constant 12v there. I called my mechanic this morning and he suspects a bad hazard switch because of the constant 12v. I am going to pull the hazard fuse and see if the wire goes cold. He told me he could trouble shoot it and fix it.
