You can set a long straight edge on the two surfaces to tell whether you have a dip or a bulge. I think you will find that the front cap has come loose from it's attach point and is bulging up. It needs to be fastened down to the cross member and then sealed.
Your other option would be to off set from the old fastener holes and drill new but without something substantial other than fiberglass for the threads to catch no telling how long the repair will last. Lite ply builders us should work but apply some sealant to the threads of the screws you use. Recommend stainless steel 8 X 1/2 to may 1 inch screws with predrilled holes which is what I used front and rear.
If you can reduce the gad taping will seal it very nicely. I did both my front and rear cap to roof lines.

This my rear cap seam that I reworked this spring. New hardware went in new predrilled hole in between the old holes. I seal the old holes then covered everything with Eternabond but I didn't take a pic of the rear as finished.
