The 1.3 mpg improvement claim has no reference, if the test vehicle was getting 39MPG this is a 3.3% improvement in mpg. at typical motor home mpg of around 7.5 mpg this would be a very impressive 17% increase. If that were possible every manufacturer would have them as factory installed equipment.
