I would suspect instead it just means that there's a long gas line between the generator and the gas tank, or possibly a weak gas pump in the generator.
Because of the TIME involved mostly.
Prime....crank.....prime.....crank.....prime.....crank.....fire.
The first prime filled the lines and bowl, if you did it long enough, and the subsequent actions are just wasting time while the fresh fuel makes it's way into the partially restricted fuel paths. Or the choke is sticky and it finally closes on the 3rd attempt.
