Getting Out-of-State Vehicle Smogged in California?

Yes and no. There are federal emissions standards and California emissions standards. But since it has over 6000 miles and is over 6 months old California will accept it and smog it with federal standards. As long as all the emissions components are there that were on it when first sold.
I have done it with a few cars and never had an issue
