While true, over-use of the service brakes on long descents can lead to a CRASH. A crash is not cheaper than a transmission. And, used properly, the transmission was designed to give engine braking.
Remember, brakes turn momentum into HEAT. There is a lot more momentum in a heavy vehicle than in a car or SUV. But brake surface area and cooling physically can not be that percent larger than in your car or SUV.
Hence the need to drive a heavy vehicle differently than a small one.
