I saw quads up in a camp ground in northern California, but the rule was that they could ride the trails off the park. But they still unloaded them in the park and drove them out right away. They were kids as well as adults and I thought we were in for a lot of noise and dust stirred up by the quads. Good thing the park ranger was right on top of things and made sure they conducted themselves. In my opinion they were a nuisance for just a couple of minutes, then they were out of the park.
Golf carts are the same if they are gasoline engine. Electric are not bad as long as there aren't too many. They will sneak up on you and if you are not careful an accident could happen.
I have not seen the problem in the west coast and where I did see golf carts was in South Carolina. But it was only like a couple of them and I did not see any problem. Fact they even rent them right in the park at Bay Landing South Carolina.
