Had this problem with my 2011 vista. The overflow is on the side of the tank, not the top. To fix it I had installed a tee in the overflow line and routed it higher than the tank, this prevented the siphon.
The siphon happens because as the tank fills it bulges out due to the weight of the water. When water comes out the overflow tube on the side of the tank it starts to siphon out as the air pocket is above the overflow tube. It continues and the bulge on the tank now concaves. At the point where it can no longer concave it will then suck in air, then the tank will bulge back out (but not as much as when full) and draw in even more air and the water level will go down. Bad design on and hopefully Winnie has addressed this.
But the person I wrote that too originally said it would empty their tank. And if the air bubble is above the overflow, then where does the air go as the tank fills? I can hear air coming out of my overflow as the tank fills with water. And you can tell when the tank is almost full as the air starts rushing faster just before water starts to come out.
