Don't have detailed knowledge of your coach but the head lights (both high and low) along with the fog lights are going to be controlled by a relay. The dash switches control the relay. The low beam relay is usually an identical relay so you can swap to verify. Also considering the fog lights are usually interlocked to shut off when you activate the high beams it's a very good chance the high beam relay has failed.
