help with dust cover on 03 ford 350 (swd) not 4X4

Never seen a dust cap like this. It is recessed in to far to get screw driver in it and work loose. "Googling" it up some people have results with putting a hose clamp around it and turning with pli...

What is your thoughts...

1... on re-installing caliper mounting bolts (not caliper slide pins)? Put on some (blue) lock-tite? The removable type.

2...Do I need to put in some "brake quiet"? The glue type stuff for brake pads.
