Generally speaking you are correct though.
It is a twisty, steep road, but it is maintained. We have lots of those out here in the west. You just have to drive it as what it is. Just came down a couple of 7% grades in the last several days and ones with the 25 mph curves. Still, they are good roads that are well maintained. I got down to first gear to get adequate engine braking a couple of times.
