We have done fine without a toad with our 32' MH. Most of the time we tow the boat so never have used a toad. There have been a few times when daughter has met us at campground with her car because her schedule didn't allow her to go same days we did. One was getting around downtown Savannah. The biggest issue we've found is not driving around but parking. Usually you can find somewhere to park but it might be a little bit of a walk. Your idea of small motorized bike might work great there...get close as you can in MH and then use bike. You also might need to adjust your campsite setup practices to minimize time getting MH ready to roll. We try not to do anything like awning lights that would take time to break camp.
