The recent accident in Tennessee where the RV driver killed a police officer was a good example of poor decision making, rather than poor reaction time. If you avoid getting in to trouble in the first place, you don't often need lightning fast reactions.
But a fast reaction time can go a long way in mitigating someone else's poor decision making...
