The "then sealed" part is what makes the difference.
"punctured the exterior wall and left a small hole" doesnt sound like they bothered to seal the hole. Who knows how many months it has sat with the hole exposed to the weather.
I wouldnt consider it a minor issue. Go find another rv that you like and buy it, it's your money.
