To bypass starter relay, you can use a single jumper cable. Connect one end to battery side large terminal of relay and then touch the other large terminal with the other end.

Photos are not of the starter relay. Top one is the battery disconnect. Lower one is the charge/auxiliary start relay
It would be nice to know if you mean the top one by chance. If you do then the insides of the relay are probably gummed up. If you take it off the rig you can remove the screws seen in the photo as well as 2 identical in the back of the unit. That will expose the relay and a large washer that gets gunked up stopping electric flow. Take out washer and burnish and also burnish 2 brass contacts that contact the washer. It should work after that. I will warn you that the repair might only last for a week or so or it may last a long time.
