I would suspect the solenoid. Definitely swap the connectors to see if it "moves" the problem.
These things were about $225 new two years ago. You may be able to find used or rebuilt units for less if you look around. I got new (surplus) one at Northwest RV Supply in Eugene, OR. for around $95. HWH might be able to supply a rebuilt unit for less.
