This seems to be a very common issue with many owners. I can't help but think it has to do with lack of lubrication of shaft or the shinny cylinder.
My coach is 20 years old and I haven't had any problems. The HWH jack system works very well. They were slow to retract when I bought the rig over 10 years ago, but retraction speeded up significantly when I sprayed the jacks with silicone. (Don't use WD 40.) I'm thinking the previous owner didn't use them. I've never replaced the springs. I've never had a leak or problem. I did replace the fluid (ATF MD 3)as a preventive measure, but the old fluid looked clean.
As a alternative method, you could wipe the cylinders with MD-3 as J-Rooster suggested. It should work just as well if not better than silicone spray.
