For temperatures that warm, most of the time, in the Continental USA, consider South Florida. Warm winters are why 2 1/2 million people have fled to Miami-Dade county, and 1.8 million in Broward County.
No guarantees, however, that it will not get much colder for a short time. I have enjoyed January temperatures in the 50s in the Keys, when I was fleeing the frost hitting my home in Orlando.
Southwestern desert temperatures, Texas and Arizona, can be cool when the sun goes down and are subject to even colder cold snaps.
San Diego has pretty consistent "nice" weather, but with temperature moderation from the ocean, you will not regularly see 90 F winter temperatures.
My favorite place in the U.S. for getting away from winter is Hawaii. But like most tropical places with oceanic influence it is not as warm as 90 F. To get that hot you need to be inland.
