Installing a Solid Rear Mud Flap
What is the best way to install a solid rear mud flap. Should it be bolted so it does not swing or should it be install on chains where it can swing? Thanks for any and all comments

Mine swings. Its been on 7 years. I read it supposed to be within 2 inches of the ground to be effective. If its that close to the ground, I thing it needs to swing.
