The tree falling was an act of nature and thus no one at fault. Your insurance covers damage. If the tree was dead, then tree owner at fault for not taking it down but his homeowners would cover it. If tree owner felled the tree and accidentally hit your property still at fault.
Just because it was accidental does not absolve liability.

That is wrong if it was ruled an accident. My neighbor's tree fell on to the roof of our house. His insurance coverage/responsibility ended at the property line. My insurance had to cover the cost to repair our roof and remove the tree on my property.
That is why the OP needs to talk to the State Insurance Commission for guidance.
