Intermittent 12v current drop when on shore power

In my Monaco coach I have 120 volt fluorescent lights AND 12 volt lights. I believe that the converter charges at 13.8 volts and once it stops charging the battery voltage drops to closer to 12 volts, depending on the condition of the batteries.
