MD emission rules make less sense then VA. They have no emissions on diesels even on 2013 diesels with OBD2 systems. They also have a size/weight limitation on gasoline engines that are exempt. MD is after passenger vehicles, not much else.
VA where I live now depends on the county you live in. Anything near the DC metro area, emissions, same goes for near richmond. Live in the hills of VA, annual 16 dollar inspection is all you get.
And yes there is personal property tax, but the county I chose to live in only charges you an annual sticker fee on RVs worth less then 50k for personal use. So I pay my 24 a year for that and I am all set.
