I really doubt any off these LCCs are actually illegal. Once it goes out of state, it is out of the local states jurisdiction. The real problem is that fighting state government is nearly impossible to do. The court system is rarely about who is right and who is wrong. It is a combination of who has the most money, and who can hire which lawyer who is friends with the judge. That is the way the system works in the real world.
You will also find that these defendants had a very hard time getting legal council. The state government purposely does business with every law firm licensed to practice law in their state. Because these law firms are hired by the state, there is a built in conflict of interest restriction, so they can not represent a defendant and the state at the same time. As far as the state is concerned, the legal system is very well tied up in favor of the state. What is truly legal, and how cases have been ruled have no relationship.
