The state of Montana has no motivation to do that. There are lawyers in Montana making income setting up these LLCs. Montana is making a small amount of money off this, and it would not be in their interest to loose that income, even though it is small. Montana serves the state of Montana and its residences.
I'm kind of surprised no one has come up with a RV rental company based in Montana, that rents RVs long term. That would make it much more difficult to go after, because the actual owner really lives in Montana.
