All Montana has to do is send the owners names of the LLC's that the owners of the business don't reside in Montana to the IRS and sit back.
Anyone that used EXPERT tax advice would have NOTHING to worry about since just having an RV registered in Montana does not automatically mean what the person is doing is illegal. IF you have the FACTS go for it, but I think you just have a vivid imagination. Any corporation, set up legally, can register an RV in any state.
