All Montana has to do is send the owners names of the LLC's that the owners of the business don't reside in Montana to the IRS and sit back.
When you figure out when and why the FEDERAL INTERNAL REVENUE SERVICE started showing any interest in the individual state's claim to motor vehicle license, registration, and sales tax funds, let us know. Montana, or any individual snitch, can rat on whomever they chose to, but they probably would want to contact individual states, concerning state revenue, and the loss of such. IMHO, having seen everything from whistle blowers at small construction companies, to highly irate, soon to be EX-wifes, providing valuable information to the IRS, that was totally ignored, you go right ahead and waste your time snitchin'. I think you will soon discover that it is about as effective as trying to stop a raging forest fire by peeing on it.
