They are not illegal, but if your state of home residency says you can't use a out of state LLC to avoid sales tax to your home state, Que Sera, Sera.
Your home state has absolutely no say in what you do outside your home state. The state's authority ends at the state line. Not to slam Iowa too hard, but if you bought a motorhome expensive enough to warrant a Montana LLC, the odds are pretty great you are planning on using it to leave Iowa. The proper usage of a Montana LLC is to register a vehicle you do not intend to operate for extended periods of time in your home state. I know many people who have rigs registered with LLCs who have never driven it a single mile in their so called home state.
If you have to jump through all kinds of hoops to keep it at home, you might just as well move to a different state. Just the way I see the issue.
