Most of these resorts are condominium style places. That means once the lots are all sold then the resort becomes the property of the lot owners. It can't simply be sold to somebody else. The lot owners will have a board of directors who oversee the operation of the resort. They will hire people, or a management company, to run the day to day operations of the resort. maintenance fees will be set by the board of directors and can go up or down, but they never go down. The maintenance fees are what's used to maintain the clubhouse and the pool and the roads and the infrastructure of the resort and pay all the employees.
The danger of some of these places is the people who have the time and want to serve on the board are generally people who want lots of amenities for the resort. And everything they want costs money. So they figure out all the things they want to buy and how much it costs and the spread the costs to the lot owners. That is why you often see news stories of fights and stabbings and even murders at meetings of these organizations.
