When I receive one of these, I simply tell them that STATE LAW requires that I put the purchaser's name and address on the title BEFORE the title can be notarized! Therefore, I MUST have their name and address to fill in the blanks on the title.
STATE LAW REQUIRES IT! (By the way, that IS the absolute truth!)
Then, I tell them that I only deal in UNITED STATE CASH! The CASH must be placed in my hand by the person picking up the item. It is up to THEM to figure out how to do that.
Strangely, they seldom respond. Some will try to argue, and it is fun to string them along. Most don't bother.
