I've watched the video a bit and those bolts are what hold the feet (footpads) to the Dome. Than the feet are bolted or screwed into the roof. So you're good.
BTW, I wouldn't bother with fiber repair kits, I'd just cover the holes with Eternabond tape. Might only need 2" width and that's available at most Home Depot stores in 25' rolls.
