I'm going to question whether it's really the control panel that is bad........after all, you said you said the emergency retract harness didn't work.......
The whole purpose of the emergency retract harness is......in case the control panel goes bad (Which they do) to retract the jacks into the all up position......
The fact that the emergency retract harness did not work tells me it's more likely something to do with the pump......perhaps the big silver relay strapped to the pump......
If it is your control panel.........be sure you are sitting down when you get quoted a price for it.......:E
