I'll bet that, like has happened to some of us, he probably got interrupted during his check list before getting underway and he missed putting the vehicle in neutral. Sometimes we miss things that don't cause problems, but if you travel as much as we do, you see where people have pulled out with their power cable still connected, their cable TV still connected, their antenna still up, the toad lights disconnected, and numerous other things that were missed, or left back at the campsite. That is why some of us have check lists and some of us rely on luck.
It was a bad mistake until he was notified and pulled over. It became a dumb**s stunt when he left the parking lot without correcting his mistakes.
