But that is the whole point. If the weight is not on the tow dolly it will tend to sway. Its physics and has nothing to do with if the steering is locked and secure. It is were the weight is. If the weight is not on the dolly, it will swing around, and eventually start oscillation. I have (OK actually it was my brother) tried to tow a VW Beetle frontwards. It doesn't work. Unless a Beetle has secret rear wheel steering, it would have been impossible for steering to have any effect. Yet it was all over the road. It is a weight distribution issue.
