Yes, absolutely.
I've even read posts, either here or "there" where the poster had put radio shack 3 wire regulators in his fixtures when he converted them to LED's.
If the LED's are overdriven, they won't last.
By definition, a diode drops 1.6 volts. So to run on 12 volts (nominal) takes some circuitry and stacking several in series. Regulation is best, to keep the voltage per diode to exactly where it should be, no less (dimms quickly) and no more (heat...)
