I see no problem in setting up a Montana LLC (or even Oregon) and just staying out of the state for the year. At this time we even still have Washington State Drivers Licenses.

Based on your above statements it sounds like your legal domicile is WA, and you intend to fulltime for at least a year. With the qualification that I highly recommend you seek competent legal/CPA advice, if you do the following, you just MAY be able to legally do a Montana LLC. I don't believe OR is an option as you're not a resident of that state.
1. Take delivery of the coach outside of CA.
2. Keep the coach out of CA (and WA to be on the safe side) for a year.
3. Keep all receipts (campground, fuel, food, etc) for that year.
Again I can't stress enough the need to get competent legal/CPA advice, preferably from someone in CA.
