We towed our modified '97 TJ Wrangler over 100,000 miles, and our current modified '13 JK Unlimited (4 door) Wrangler over 30,000 miles and have not experienced chaffing. My towing setup has very little free play, and I tow with the Jeeps tire pressure at maximum. Our '97 was lifted 4" with 35" tires, and our '13 is lifted 3" with 37" tires.
Just our experience.
But sometimes it's hard to avoid doing so, especially in gas stations. I think someone had the right idea of maximizing tire pressure in the front tires so the cupping/chaffing is minimized.
