Loose Hitch Receiver and Tow Bar

Found my Tow Bar was loose and moving while towing my car. The hitch receiver is bigger than the Tow Bar draw bar causing sloppy fit. Has any one ever fix this problem? Seems the towed car is wandering causing the rear of the motor home to fish tail or wag the tail.
