If you actually tried to shift it in to "Low" and the vehicle did not move, it could be something as simple as the linkage out of adjustment, or worn.
If you have it in Drive, and it seems to start off in second gear, then a complete transmission flush MAY clean out some debris that is not allowing it to shift down to low.
A complete drain, filter change, and gasket for $140 sounds like a pretty decent price. If he could do a complete flush that would be better since a drain will still leave a lot of fluid in the converter.
