Many of these devices instruct you to get a complete engine tune-up before installing the device for "maximum effectiveness". The tune-up alone may account for a noticeable mileage increase. Add that to the fact that drivers tend to be more mileage conscious after installing a device, and tend to drive in a more "mileage friendly" manner, and it's not hard to see where some of these claims come from. Various truck fleet operators have noted as much as a 30% difference in fuel mileage among drivers running the same trucks over the same routes, primarily due to differences in driving style.
