I have never had a problem or seen a State that did not allow overnight staying. Truckers have to rest, it's the law. I find it hard to believe a rest area would not allow a several hour stop.
I have seen some parking areas with bathrooms that don't allow long term parking but they are usually interspersed with rest areas for truckers.
