- DSDP_DonExplorerPortWentworthSam......I had an 04 Fleetwood Terra with the 8.1L Workhorse chassis. They had brake issues for several model years, including bad calipers. Unless yours if different, I believe your master cylinder booster is powered by the power steering pump.
Personally, I would do the front and rear brakes, add new rubber brake lines to the front calipers (this was an issue for awhile with the hoses collapsing). Bleed the entire system with a synthetic fluid and see how the brakes work. If they're still spongy, then look at the master cylinder. - Rick_JayExplorer II

Before you replace the master cylinder, when was the last time the brakes were bled? If it was more than a couple of years ago, I'd give that a shot first.
