I used to do a lot of fiberglass repair work on boats. Easiest way to apply the surface color you want is with a gel coat that can be purchased by the quart in a variety of colors and brushed or rolled on. For a "spackled" look, buy a small quantity of a contrasting color, dip a small brush and then flip the brush with a flip of the wrist to get random droplets scattered on top of the base color. And for a non skid surface use gel coat that has grit added to it.
